Experience
Zoilo practises Public Law, with a focus on the regulation of specific economic sectors. In particular, Zoilo has solid experience in regulatory matters relating to the circular economy, an area in which he has been involved both in advisory work and in the drafting of legislation and interpretative guidelines. He also regularly works in the field of public procurement (at all stages of the procedure) and provides advice in sanctioning proceedings, as well as in environmental law, agri-food law, and litigation before the administrative courts.
Before joining rēgula, Zoilo worked with the competition law and public law teams of one of Spain’s leading law firms.
Education
Law degree from Universidad de Extremadura. Postgraduate studies in administrative litigation (School of Legal Practice, Universidad Complutense), competition law, and foreign trade (Universidad Carlos III de Madrid).
